Twilio says $0.0140 a minute — is that what I will actually pay for a voice agent?
No. $0.0140 is US outbound carriage only, read on Twilio's own pricing page 2026-08-12. A voice agent also pays for speech recognition, a model and synthesis, which Twilio does not supply. Summing published list rates for those three plus this carriage gives about $0.0465 a minute as a floor. Telephony is roughly 30% of it.
Is Twilio the cheapest way to make calls?
No, and it is rarely close. Plivo publishes $0.0115 for the same US outbound call and Telnyx starts at $0.005, both read 2026-08-16. Twilio's price buys ecosystem: more integrations, more worked examples, more people who have hit your problem before. At serious volume a direct SIP carrier relationship costs materially less than any of them.
Why do voice agent platforms exclude telephony from their per-minute price?
Because it is a pass-through to a carrier rather than something they produce. Vapi, Retell and Bland all exclude it. That is defensible, but it means the advertised rate is never the invoice, and telephony is the line most often forgotten when an agency quotes a client a monthly retainer.
Do I need Twilio if my voice platform already handles calls?
Usually you are already paying for it without seeing it. Most platforms rebill carriage at or above Twilio's published rate rather than supplying their own. The question worth asking a vendor is not whether telephony is included but what they charge for it and whose network it runs on.
Is there a free tier?
Yes, with self-serve signup and no seat licence, so the published rates can be checked without a sales call. That is not universal here: 108 of the 264 tools in this directory will not quote without one.
