Buy it if

Inbound-heavy deployments, where its $0.0055 a minute undercuts Twilio's $0.0085.

Look elsewhere if

Not the cheap option for outbound. Plivo charges $0.0115 a minute to place a local US call against Twilio's $0.0140 — but its browser and SIP legs are $0.0033 both ways, so the saving is in how you connect, not in the carrier rate. Smaller ecosystem and fewer integration examples than the market leader.
