Plivo is usually filed as the cheaper Twilio, and on outbound it is: $0.0115 against Twilio's published $0.0140. That is the comparison every ranking page makes. It is also the least interesting thing on the page.
The saving is in how you connect, not in the carrier rate

Browser and SIP legs are $0.0033 in both directions, which is about a third of the local outbound rate and roughly a quarter of Twilio's US outbound. If your agent connects over SIP rather than dialing the PSTN, the carrier line on your bill is not where the money goes. Most comparisons quote the $0.0115 and stop.
Note the toll-free inversion too. Toll-free outbound is $0.0060, cheaper than local, while toll-free inbound is $0.0180, more than three times local inbound. Whoever pays for the call changes which number type is the cheap one.

Five services at zero, then recognition at two cents per fifteen seconds. Converted to the unit everything else on the page uses, that is $0.08 a minute. It is the single most expensive line Plivo publishes, priced in a different unit from its neighbours.
For scale: Deepgram's published streaming list is $0.0077 a minute. Plivo's resold recognition is about ten times that. Giving away synthesis and recording while charging a multiple for recognition is a coherent commercial choice, and it is the opposite of where a buyer expects the money to be.
Alaska costs 7.4 times what the mainland costs
The same price sheet lists United States at $0.0115, Hawaii at $0.0125 and Alaska at $0.0850. One country, three rates, and the highest is 7.4 times the lowest.
Nothing is hidden here. Plivo publishes per-prefix pricing and links it from the main table. But a single blended US figure is what gets quoted in every comparison, and a team dialing Alaska at volume is budgeting against a number that is wrong by a factor of seven.
Strengths and Weaknesses
- Every rate is published, in a currency, per minute, with per-prefix detail linked rather than hidden.
- Browser and SIP legs at $0.0033 both ways, which is the cheapest connection path in this comparison set.
- Recording, answering-machine detection, conferencing and text-to-speech all at zero.
- Free tier and self-serve signup, so nothing needs a sales call to verify.
- Speech recognition at $0.02 per 15 seconds is $0.08 a minute, about ten times Deepgram's published list.
- That one line is priced in a different unit from everything around it, which makes it easy to skim past.
- US pricing is not one number. Alaska is $0.0850 against $0.0115 for the mainland.
- Outbound local is dearer than Twilio's toll-free outbound, so the cheaper-than-Twilio framing depends entirely on which leg you use.
Plivo Pricing
Usage-only. No seat licence, no platform fee, free tier and self-serve signup, so the rate can be checked without a sales call. That is not universal in this category: 108 of the 264 tools in this directory will not quote without one.
The meter is the minute, per leg, per destination prefix, and separately the fifteen-second block for recognition. Budgeting from a single blended per-minute figure will be wrong in both directions: too high if you connect over SIP, too low if you transcribe.
The Verdict
Cheaper than the incumbent on the leg most people do not use, and ten times list price on the component every voice agent needs.
- Your agent connects over SIP or the browser, where $0.0033 both ways is the real advantage.
- You want recording, conferencing and synthesis without separate line items.
- You want a published rate you can check without talking to sales.
- You plan to use Plivo's own speech recognition at volume. Bring your own at list price instead.
- You dial Alaska, or anywhere the per-prefix rate diverges from the headline.
- You want one blended per-minute number to budget against. This is not that kind of price sheet.
